Here are the two minutes developed at our gathering on April 10. They are going to our
Vancouver Island MM business meeting on April 25.

Island Gathering, Vancouver Island Monthly Meeting
April 10, 2010
Cowichan Lake Education Centre

Two minutes from the Interest Group considering the Canadian Friends Service Committee
Uranium Working Group report. We plan to take these minutes to the business meeting of
Vancouver Island Monthly Meeting (April 25, 2010), and for transmission to Representative
Meeting and Canadian Yearly Meeting.

1. At an interest group at the Vancouver Island Gathering (April 10, 2010) we reviewed the
Canadian Yearly Meeting Minute on Peaceful Energy (attached) and the Canadian Friends
Service Committee Uranium Working Group Report.

We recommend modified wording in the third paragraph of the proposed minute making it
clear that the minute applies to fission-based nuclear technology:

"The dangers of fission-based nuclear energy include environmental contamination through
mining, tritium releases in reactor operation, risk of nuclear accidents, the unsolved problem
of highly radioactive nuclear wastes, and the use of uranium and used reactor fuel for
weapons. It is not peaceful energy. Therefore, we ask the Government of Canada to phase
out the use of fission-based nuclear energy in Canada, the mining, refining and export of
uranium, the export of fissionable material, and the export of Canadian fission-based
nuclear reactor technology."

2. We recommend that Canadian Quakers consider informing themselves about fusion-
based nuclear power, e.g. by reviewing the Wikipedia article on "fusion power." (see
http://en.wikipedia.org/wiki/Fusion_power )


And here is the Canadian Yearly Meeting 2009 minute:

71. Minute on Peaceful Energy: Marilyn Manzer reported from the Special Interest Group on
the proposed Peaceful Energy minute. This group presented a revised minute as follows:
Today, with the dual concerns of global warming and global 'warring,' and the realities of a
finite planet, we are challenged to find energy pathways which are consistent with Quaker
values of peace, community and equality. The climate crisis requires that we move away
from reliance on fossil fuels for energy and move toward renewable energy systems such as
solar, wind, geothermal and ecologically sound hydro. It is critical that we reduce our energy
use through conservation.

We ask Canadian Friends to examine their ecological footprints and seek ways to reduce
them. We ask Monthly Meetings to seek ways to buy power from renewable sources for our
Meeting Houses.

The dangers of nuclear energy include environmental contamination through mining, tritium
releases in reactor operation, risk of nuclear accidents, the unsolved problem of highly
radioactive nuclear wastes, and the use of uranium and used reactor fuel for weapons. It is

consider the CFSC Uranium Working Group report, as requested by CYM in session 2009.

I anticipate it will make a recommendation to our business meeting which will find its way to
Rep Meeting and CYM.

A possibility which we intend to explore is the use of fusion based nuclear power, which
potentially has many efficiencies, and may not have the fuel cycle issues associated with
fission based power.

Before anyone reaches for the flaming devices - the two of us leading this SIG are:
a) a retired high energy physics researcher and professor from the U of Toronto, and
b) a former physics teacher.

Our intent is to educate local friends of the distinction between fusion and fission (the
physics, fuel cycle, potential).

Then we intend to examine the CFSC UWG report. One of its recommendations is to
withdraw from (ban) all nuclear power. But the report only examines the issues around
fission based power. This has previously been pointed out to some of the authors - but they
have not (yet) modified the recommendation.

Can QEAN-friends offer information materials that may help our discernment about fusion
power? (note: we have plenty of information - and support withdrawal from fission-based
nuclear power - so are not seeking materials on that).

Dear QEAN Friends:

We are have a gathering here on Vancouver Island on April 10. One of the
SIGs will
consider the CFSC Uranium Working Group report, as requested by CYM in
session 2009.

I anticipate it will make a recommendation to our business meeting which
will find its way to
Rep Meeting and CYM.

A possibility which we intend to explore is the use of fusion based nuclear
power, which
potentially has many efficiencies, and may not have the fuel cycle issues
associated with
fission based power.

Before anyone reaches for the flaming devices - the two of us leading this
SIG are:
a) a retired high energy physics researcher and professor from the U of
Toronto, and
b) a former physics teacher.

Our intent is to educate local friends of the distinction between fusion and
fission (the
physics, fuel cycle, potential).

Then we intend to examine the CFSC UWG report. One of its recommendations is
to
withdraw from (ban) all nuclear power. But the report only examines the
issues around
fission based power. This has previously been pointed out to some of the
authors - but they
have not (yet) modified the recommendation.

Can QEAN-friends offer information materials that may help our discernment
about fusion
power? (note: we have plenty of information - and support withdrawal from
fission-based
nuclear power - so are not seeking materials on that).

I am certainly in agreement with the first minute, adding the words,
fission-based, a few times in the nuclear phase-out paragraph to clarify
that we are talking about nuclear fission.

The second minute I am rather indifferent to, as long as it is kept separate
from the Peaceful Energy minute. I am wondering if, instead of your
specific second minute, you might be open to a broader minute worded
something like this.

"We encourage Friends to inform themselves about the possibilities and
challenges of all renewable and proposed future sources of energy, and to
evaluate the appropriateness of any given energy source based on Quaker
values of peace, simplicity, Equality, Community, Integrity and Earth
Stewardship."

Two minutes from the Interest Group considering the Canadian Friends Service Committee
Uranium Working Group report. We plan to take these minutes to the business meeting of
Vancouver Island Monthly Meeting (April 25, 2010), and for transmission to Representative
Meeting and Canadian Yearly Meeting.

1. At an interest group at the Vancouver Island Gathering (April 10, 2010) we reviewed the
Canadian Yearly Meeting Minute on Peaceful Energy (attached) and the Canadian Friends
Service Committee Uranium Working Group Report.

We recommend modified wording in the third paragraph of the proposed minute making it
clear that the minute applies to fission-based nuclear technology:

"The dangers of fission-based nuclear energy include environmental contamination through
mining, tritium releases in reactor operation, risk of nuclear accidents, the unsolved problem
of highly radioactive nuclear wastes, and the use of uranium and used reactor fuel for
weapons. It is not peaceful energy. Therefore, we ask the Government of Canada to phase
out the use of fission-based nuclear energy in Canada, the mining, refining and export of
uranium, the export of fissionable material, and the export of Canadian fission-based
nuclear reactor technology."

2. We recommend that Canadian Quakers consider informing themselves about fusion-
based nuclear power, e.g. by reviewing the Wikipedia article on "fusion power." (see
http://en.wikipedia.org/wiki/Fusion_power )


And here is the Canadian Yearly Meeting 2009 minute:

71. Minute on Peaceful Energy: Marilyn Manzer reported from the Special Interest Group on
the proposed Peaceful Energy minute. This group presented a revised minute as follows:
Today, with the dual concerns of global warming and global 'warring,' and the realities of a
finite planet, we are challenged to find energy pathways which are consistent with Quaker
values of peace, community and equality. The climate crisis requires that we move away
from reliance on fossil fuels for energy and move toward renewable energy systems such as
solar, wind, geothermal and ecologically sound hydro. It is critical that we reduce our energy
use through conservation.

We ask Canadian Friends to examine their ecological footprints and seek ways to reduce
them. We ask Monthly Meetings to seek ways to buy power from renewable sources for our
Meeting Houses.

The dangers of nuclear energy include environmental contamination through mining, tritium
releases in reactor operation, risk of nuclear accidents, the unsolved problem of highly
radioactive nuclear wastes, and the use of uranium and used reactor fuel for weapons. It is
not peaceful energy. Therefore, we ask the Government of Canada to phase out the use of

I'm sure that broadening the sense of the second minute will be discussed elsewhere. Our
consideration was very specific.

The separate minute was created for two main reasons:

a) to encourage Friends to differentiate between fusion-based and fission-based nuclear
power; and
b) to encourage a subsequent discussion on the (potentially) huge merits of fusion-based
nuclear power.

Hi Adrian:

I am certainly in agreement with the first minute, adding the words,
fission-based, a few times in the nuclear phase-out paragraph to clarify
that we are talking about nuclear fission.

The second minute I am rather indifferent to, as long as it is kept separate
from the Peaceful Energy minute. I am wondering if, instead of your
specific second minute, you might be open to a broader minute worded
something like this.

"We encourage Friends to inform themselves about the possibilities and
challenges of all renewable and proposed future sources of energy, and to
evaluate the appropriateness of any given energy source based on Quaker
values of peace, simplicity, Equality, Community, Integrity and Earth
Stewardship."

1. At an interest group at the Vancouver Island Gathering (April 10, 2010) we reviewed the

We recommend modified wording in the third paragraph of the proposed minute making it
clear that the minute applies to fission-based nuclear technology:

finite planet, we are challenged to find energy pathways which are consistent with Quaker
values of peace, community and equality. The climate crisis requires that we move away
from reliance on fossil fuels for energy and move toward renewable energy systems such as
solar, wind, geothermal and ecologically sound hydro. It is critical that we reduce our energy
use through conservation.

We ask Canadian Friends to examine their ecological footprints and seek ways to reduce
them. We ask Monthly Meetings to seek ways to buy power from renewable sources for our
Meeting Houses.

The dangers of nuclear energy include environmental contamination through mining, tritium
releases in reactor operation, risk of nuclear accidents, the unsolved problem of highly

I'm sure that broadening the sense of the second minute will be discussed elsewhere. Our
consideration was very specific.

The separate minute was created for two main reasons:

a) to encourage Friends to differentiate between fusion-based and fission-based nuclear
power; and
b) to encourage a subsequent discussion on the (potentially) huge merits of fusion-based
nuclear power.

Hi Adrian:

I am certainly in agreement with the first minute, adding the words,
fission-based, a few times in the nuclear phase-out paragraph to clarify
that we are talking about nuclear fission.

The second minute I am rather indifferent to, as long as it is kept separate
from the Peaceful Energy minute. I am wondering if, instead of your
specific second minute, you might be open to a broader minute worded
something like this.

"We encourage Friends to inform themselves about the possibilities and
challenges of all renewable and proposed future sources of energy, and to
evaluate the appropriateness of any given energy source based on Quaker
values of peace, simplicity, Equality, Community, Integrity and Earth
Stewardship."

I was part of the discussion at the Vancouver Island Friends Gathering.
It seemed to me there was unity on the first minute but there certainly
was not unity on the second.

I'm not sure we need to enjoin Friends to be informed, but if we do I
prefer David's more inclusive wording, that we should be aware of all
the alternatives. I personally believe any reasonable comparison of
technologies will show that fusion power is very unlikely to arrive on
the scene in time to prevent catastrophic climate change.

Perhaps QEAN, as a network, should be looking closely at a
testimony-based review of the science behind an overall energy strategy,
perhaps using something like Sokolow's "Stabilization Wedges," see
http://cmi.princeton.edu/wedges/.

Dear QEAN Friends:

We are have a gathering here on Vancouver Island on April 10. One of the
SIGs will
consider the CFSC Uranium Working Group report, as requested by CYM in
session 2009.

I anticipate it will make a recommendation to our business meeting which
will find its way to
Rep Meeting and CYM.

A possibility which we intend to explore is the use of fusion based nuclear
power, which
potentially has many efficiencies, and may not have the fuel cycle issues
associated with
fission based power.

Before anyone reaches for the flaming devices - the two of us leading this
SIG are:
a) a retired high energy physics researcher and professor from the U of
Toronto, and
b) a former physics teacher.

Our intent is to educate local friends of the distinction between fusion and
fission (the
physics, fuel cycle, potential).

Then we intend to examine the CFSC UWG report. One of its recommendations is
to
withdraw from (ban) all nuclear power. But the report only examines the
issues around
fission based power. This has previously been pointed out to some of the
authors - but they
have not (yet) modified the recommendation.

Can QEAN-friends offer information materials that may help our discernment
about fusion
power? (note: we have plenty of information - and support withdrawal from
fission-based
nuclear power - so are not seeking materials on that).

I am certainly in agreement with the first minute, adding the words,
fission-based, a few times in the nuclear phase-out paragraph to clarify
that we are talking about nuclear fission.

The second minute I am rather indifferent to, as long as it is kept separate
from the Peaceful Energy minute. I am wondering if, instead of your
specific second minute, you might be open to a broader minute worded
something like this.

"We encourage Friends to inform themselves about the possibilities and
challenges of all renewable and proposed future sources of energy, and to
evaluate the appropriateness of any given energy source based on Quaker
values of peace, simplicity, Equality, Community, Integrity and Earth
Stewardship."

I'm sure that broadening the sense of the second minute will be discussed elsewhere. Our
consideration was very specific.

The separate minute was created for two main reasons:

a) to encourage Friends to differentiate between fusion-based and fission-based nuclear
power; and
b) to encourage a subsequent discussion on the (potentially) huge merits of fusion-based
nuclear power.

I was part of the discussion at the Vancouver Island Friends Gathering.
It seemed to me there was unity on the first minute but there certainly
was not unity on the second.

I'm not sure we need to enjoin Friends to be informed, but if we do I
prefer David's more inclusive wording, that we should be aware of all
the alternatives. I personally believe any reasonable comparison of
technologies will show that fusion power is very unlikely to arrive on
the scene in time to prevent catastrophic climate change.

Perhaps QEAN, as a network, should be looking closely at a
testimony-based review of the science behind an overall energy strategy,
perhaps using something like Sokolow's "Stabilization Wedges," see
http://cmi.princeton.edu/wedges/.

I was suggesting Sokolow's model, not the game.

I agree that there is much wanting in the Stabilization Wedges material
-- they are careful not to threaten economic interests, their reduction
targets are probably not adequate, they are too kind about nuclear and
capture, they pretty much ignore agriculture, etc.

However, I see great value in the "wedges" model because steers us away
from single "magic bullet" solutions to the climate crisis.
Alternatives become a matter of "yes-and" rather than "either-or." Each
alternative can be evaluated in terms of how much and how quickly it
will reduce net carbon emissions. Supplementary conditions such as
cost, consequences for human rights, biodiversity, peace, etc. can be
thrown into the mix.

The Wikipedia article on Fusion Power concludes that a practical system
is unlikely to be available before 2050. That's too late for me and
probably too late to play a significant role in avoiding catastrophic
climate change.

We have family visiting on Sunday, so unfortunately I won't be at MFB.
