That's pretty tall order (pun not intended). Most 20' tall trees or shrubs do not fill in with foliage at the lower 5'. You might look at cypress trees (Arizona or Italian). Most will not get as tall as the literature suggest, especially not if crowded into a dense hedge. Few of us want such a tall hedge so experience here is somewhat limited..
