The files are in webserver/po/admin; a program like poedit can help you.
But I don't know how to initialize a new language...
Maybe Alvaro can help.

1.- Copy po/admin/cherokee.pot po/admin/ru.po
2.- Add "ru" to po/admin/LINGUAS
3.- Add the entry to the AVAILABLE_LANGUAGES in admin/consts.py
4.- Translate po/admin/ru.po
5.- Compile and install the project (./autogen.sh && make && make install)
6.- Test it out
