In our area we have noticed tiny flies or gnats that live in our potted plants. I have put fly trap paper in the pots above the soil and hundreds if not thousands of tiny flying/crawling critters are caught. When I water some of the plants you can see the "flies" crawl away from the water.
They are tiny flying insects that hover around, but do not appear to bite.
Outside, I noticed that my potting soil was infested with them, so I closed up the bag and exposed to direct sunlight for a few days to kill.
They may or may not be the same flies that can eat away at citrus.
At my wife's work their potted plants have the same issue. The janitor is going to poison this weekend but warns that the poison may kill some of the plants.
What are these critters and how can they be controlled?_______________________________________________

Yes. Definitely fungus gnats. I looked at some stuck on a fly strip with a very strong magnifying glass and then compared to images on the web.
They do fly a bit and are noticed when they fly just in front of the face. Yes, one pot had hundreds that were trapped on the fly paper laying on top of the soil.
How does one get rid of such bugs from a potted plant? Though I doubt it, do such bugs bite?
